ABSTRACT

This chapter focuses on the following issues: role of wage subsidies; the relationship between sheltered work, sheltered employment and other activation measures; job retention; the need to balance the activation efforts between those in and out of work; and the need of voice for the disabled and partnerships. There was a long discussion on the role of wage subsidies in activation measures. The basic question was whether activation measures for the employment of people with a disability focused on those in or out of employment. The European Disability Forum strongly believes that it is necessary to have a combination of legislation outlawing discrimination, which sends a strong message to society that it is unlawful to discriminate against disabled people. But this needs to be accompanied by a positive action of comprehensive measures, such as incentives to employers and wage subsidies.
