ABSTRACT

This chapter provides some insights and practical support regarding the evaluation of supplier proposals that are in the nature of 'strategic relationships'. The evaluation of a conventional contract is relatively straightforward. The evaluation of a contract for the supply of services, during which requirements will change, is far from straightforward. The core evaluation team effectively runs and manages the procurement, develops the project deliverables and, depending on its terms of reference, may make recommendations to the selection panel. The taking up of references, which is a key part of the evaluation, may be particularly time consuming. A primary evaluation matrix should be prepared which brings together all of the factors in a manner designed to facilitate selection panel discussion and decision. The evaluation models must be positioned to compare proposals on a like for like basis. The quality of proposals should be tested to determine the supplier's ability to deliver the objectives set.
