ABSTRACT

A project plan should be developed from which will emerge a firm timetable, an indication of the scale and nature of resources required and a view of individual responsibilities. Some organizations are bound by legislation to follow certain procurement processes. For example, there may be a statutory requirement to post an 'expression of interest' advertisement. Careful consideration must therefore be given to both its content and timing of placement. In many senses, the procurement of a partnering contract is merely the beginning of a very long road. The contract simply provides the potential for benefit delivery. Benefits will be delivered in proportion to the quality and vigour with which the contract is managed. The extent to which an enduring and effective contract may be created is largely determined by the ability to achieve a balance of obligations between the parties and a fair price/profit ratio.
