ABSTRACT
In current institutional theory an institution is defined as a system of rules. Since the rules may arise spontaneously in response to a variety of problems, and perform many functions without any single overall objective, 'institution' is to be distinguished from 'organisation' when that refers to a purposive arrangement for achieving a specific goal.
