ABSTRACT

This chapter provides a brief history of internationalism in civil aviation so that pilots will gain an awareness of how communications, navigation and surveillance/air traffic management (CNS/ATM) systems came into being. It describes the workings and functioning of International Civil Aviation Organization (ICAO) and how these are related to CNS/ATM. D. W. In the intermittent years before 1910, several international gatherings took place which attempted to deal with regulatory issues mainly having to do with aerial crossings of international frontiers. Wartime cooperation overcame many political barriers, but there were many obstacles, political and technical, that had to be overcome if the fruits of the wartime enterprise were to benefit international civil aviation. ICAO is at work and will surely develop the technical and institutional framework necessary for the safe and orderly transition to the new technological frontier which will cross sovereign boundaries to establish a seamless air traffic system.
