ABSTRACT
Health and social services for the older adult have evolved in this country without the benefit of systematic planning and goal setting (Monk, 1990). Services have resulted from public and political demands to meet the existing needs of the older adult. As a result, programs and services which have evolved are fragmented and ineffective in meeting the varying degree of health and social services needs of the older adult.
