ABSTRACT

Policy-makers sometimes claim that transport policy is more “joined up” than many other policy areas. Mobility is liberating and empowering but it is possible to have too much of a good thing. Prodigious technological efforts are now being made to solve the problems of pollution and congestion caused by the growth of motorized mobility. The advantages of mobility are heavily advertised; the disadvantages of hyper mobility receive much less attention. The trends that are creating the world described have evolved from combinations of societal trends, in which increasing mobility has played an influential role. When asked to discuss integrated transport policy development, policy-makers generally claim that transport policy is well integrated with other areas of governance. There has been an impressive growth in an interest in governance, both on the part of governments and the corporate world.
