ABSTRACT

This chapter describes the use of simulation to generate a highly credible training environment in which senior decision-makers can be immersed. A sophisticated system called Hydra used by the Metropolitan Police, will be described. Its evolving design (and that of an earlier system called Minerva, see Crego & Spinks, 1997) is driven by both an organisational need for enhanced personal accountability in the decision-making process and to accredit decision-makers as competent.
