ABSTRACT

This chapter focuses on the introduction and operation of the private rental market in Slovenia focusing on Ljubljana as a case study. It also focuses on the operation of the private rental market. It is important that special reference is made to the policy measures concerning this particular housing sector. The situation of great housing shortages mentioned in the introduction has led to various distortions as well as to serious irregularities in the housing market. In the absence of appropriate legislation, some of the real estate agencies in operation have concentrated their efforts on the maximum exploitation of the opportunities offered by the unregulated housing market. Real estate agencies also operate in the private rental sector, mainly by advertising rental accommodation and offering intermediary services on behalf of the landlords. The difference to the market rents charged by the private landlords is subsidised by the government.
