ABSTRACT

This chapter concentrates on the offshore policymakers' actions to contribute to the international efforts in pursuit of financial stability and integrity, on the one hand, and tax policy coordination, on the other. It addresses the issues in relation to what is described as 'UK Offshore' — Guernsey, Isle of Man and Jersey — and Gibraltar. It is arguable that the four jurisdictions that are the subject of the present chapter are such dependencies of the UK as their home country, thus putting them squarely within the remit of the OECD initiatives to combat harmful tax practices. As of 28 February 2002, over 30 of the initially listed tax havens had made a commitment to improve information exchange and transparency policies, while seven jurisdictions are on the OECD List of Uncooperative Tax Havens. Guernsey made a political commitment to the principles of transparency and effective information exchange.
