Every chapter written in this book is based on research, which was nicely described in the Seebohm Report of 1968 as 'an important insurance against complacency and stagnation' p.142, para. 458). Ironically, the Report heralded a large-scale social welfare experiment - the creation of social services departments from welfare agencies, defined by category - which was never systematically evaluated, so a golden opportunity was missed.
