ABSTRACT

After the controversial elections of 1980, Mr. Museveni, one of the contenders who had lost, declared a guerilla war against Milton Obote's victorious Ugandan People's Congress (UPC) government. The Local Defence Units (LDUs) supported the Local Councils in the mobilize action of the population against Obote's forces and politics. The LDUs were a political tool or a branch of the movement political system dynamic that was meant to secure political gains and defend political programmes. They pursued this activity until NRM assumed power in 1986. This character has helped to shape the pro-government militias in Uganda. In the contemporary Uganda, the number of militias and the categories of the militias as much as the security agencies in Uganda are more than can be easily memorized and their functions and impact hardly estimated. Some of the militias in recent Uganda are Kalangala Action Plan (KAP), Anti-Stock Theft Unit (ASTU), Nyekundiire, Arrow Boys and Amuka (Rhino) Militia, Labeca Group and Reserve Force.
