ABSTRACT

Bulgaria was expected as an EU Member State from 2007 to develop its migration policy in full accordance with the law and the practice of the EU. At the same time Bulgaria was encouraged to maintain and develop its human capital. In this chapter the focus will be on the challenges which Bulgaria has had to confront during the early accession period immediately after 2007. The main objective of the policy makers has been to strike the right balance between the desire among Bulgarian nationals to find professional fulfilment in other EU Member States (which is their basic Community right) and achieving attractiveness and a living standard, which will keep them in Bulgaria – an aim which is especially relevant to highly qualified Bulgarian specialists.
