ABSTRACT

The Arctic is an image as well as a place. It has long symbolized peaceful cooperation despite times of military confrontation. “Arctic peace” depends on three factors: the concept itself and related proposals for a nuclear weapons-free zone, sanctuary, or global commons; the stabilizing effect of an equilibrium of power at the lowest possible force levels; and organization including relevant United Nations agencies and the regional Arctic Council. Indigenous groups, scientific associations, and corporations having stakes in the Arctic also contribute. Paradoxically, the motivation and resources needed to preserve Arctic peace may depend on “threats” to Arctic stability.
