ABSTRACT

This chapter argues for the restoration of internationalization in higher education as a cross-functional dimension of institutional activities. It attempts to bridge the gap between the rhetoric and reality of internationalization by presenting a framework which may be used by a broad range of institutions regardless of their histories, circumstances, ambitions, and current state of development. From this position, internationalization can enhance quality, act as a gear-shift in the engine of change for institutional growth, define practical actions in support of other activities, and become embedded securely in the warp and weft of institutional life.
