ABSTRACT

The internationalization of Brazilian higher education under the presidency of Lula da Silva (2003–2010) served the dual purpose of promoting southern diplomacy and reconfiguring Brazilians’ national attitude. This chapter discusses the India-Brazil-South-Africa Forum (IBSA), bilateral engagements with Community of Portuguese-Language countries (CPLP) and the creation of inter-regional universities as tools to foster international relations between Brazil and partnering countries across the southern hemisphere, while promoting Brazilians’ self-confidence. The chapter thus provides a new perspective on how internationalization is linked to domestic demands for development and equity.
