ABSTRACT

[Big] Data and technologies now offer tools, techniques and information that can improve how cities function. However, our current approach to data-driven communities (or smart cities) is mainly formed by technologists who may not necessary envision cities as complex social and ecological systems. This chapter builds on lessons learned from building energy research and conceptualizes actors and institutions in a data-driven urban management cycle. To use big data in urban management, this chapter suggest creation of the following two institutions: the urban data center and the urban analytics core.
