ABSTRACT
The end of the Cold War threw the international system into a state of flux, calling into question old alliances, causing the breakup of states, and creating new possibilities for previously unforeseen cooperation on issues of international concern. While all countries must adapt to the new context in which they live, relatively few of them have the freedom to set the pace and tone of these adjustments—the others must wait.
