ABSTRACT

Mexico's current economic and political crises under President Zedillo have drawn international attention to the countryside, especially to unresolved claims over access to land by indigenous people in Chiapas. These events come at a time of ongoing debate over the outcomes of neoliberal policies initiated by the previous administration of Carlos Salinas. This chapter focuses on one such policy, the reform of Article 27 of the Constitution, which allows for the privatization of ejido property, and PROCEDE, a land certification program that is the first step if an ejido assembly opts to privatize its property rights.
