ABSTRACT
In response to several questions, the panelists responded, and members of the conference commented, that there has been confusion about the roles of different branches and levels of government in the implementation of land reform. The new legislation clarifies procedures regarding agrarian matters and thus is an improvement. The individual is important within the ejido, rather than in asking for land.
