ABSTRACT
It is impossible to discuss ethnic problems and national issues in contemporary Russia without touching upon the Soviet and pre-Soviet past. Likewise, it is impossible to understand relationships between nations without taking into account the history of those relations, and without considering the history of relations between various ethnic groups and the government authority.
