ABSTRACT
Few terms are more prominent in public discourse and political studies than “policy.” Few terms are used more freely, with less attention to conceptual implications and empirical referents. Discussions of foreign policy illustrate the point. Here it is almost impossible to find a sustained connection between the use of the term “policy” and claims about specific policies made by reference to their origins, contents, targets, uses, and effects.
