ABSTRACT
The Association of Southeast Asian Nations (ASEAN), an indigenous regional security grouping, 1 is now entering its fourth decade of consultation and cooperation with an unchanged commitment to build a more stable and benign regional environment. The significant global changes—the end of bipolarity and the emergence of new challenges—draw ASEAN's attention to the fact that it needs to take a more proactive posture in managing and handling new international and regional problems.
