ABSTRACT

Guangdong's provincial leadership has played a critical role in implementing the "special policies, flexible measures" granted by the central government since 1979. 1 These policies granted Guangdong greater autonomy over economic policies, including budgeting, planning, material allocation, pricing, investment, labor management, and foreign economic policy, including the establishment of three Special Economic Zones (SEZs). Of particular significance among these policy privileges concerned powers that gave the province greater latitude in resource allocation and mobilization. 2 This chapter aims to examine the efforts of Guangdong's provincial leadership in mobilizing and allocating resources for economic development in the 1979-1995 period, focusing on fiscal and investment reform.
