ABSTRACT

Risk analysis and risk assessment mean many things to different people. This is because risk analysis and assessment serve a wide range of purposes and use a wide range of methods. They take many forms, even within the limited scope of the risk of drowning covered by this book. In their different forms, risk analysis and assessment can help answer national and strategic level questions:

Inform national level debates on whether or not to try to reduce the risk associated with an activity

Is the risk high enough to justify investing society’s resources in reducing it? Are there other higher risk areas that deserve priority?

Targeting safety work to people most at risk

Who is at greatest risk? Who are the ‘at-risk groups’ that require our attention?
