ABSTRACT

The challenge which professional engineers face is to relate reflective moral thought and personal values and choices to the context of national and international laws and conventions. Technical and political changes are taking place more rapidly now than at any time in the past. The scale and range of societies, the size of projects undertaken by them - projects concerned with education, healthcare, government, public and private works, and many other areas of communal concern - have greatly increased over those undertaken in previous centuries. Problems in practice with ethical and value dimensions rarely have a single solution. Roles are sometimes combined with those of financial and legal specialists in modern private finance initiative projects, to finance, design, build, operate and hand over projects. The existence of an institution or formal body of professionals is essential to the preservation and promotion of appropriate professional qualities, proper conduct and competent decision making.
