ABSTRACT

Ten years ago the Washington-based Fund for Peace Index 1 for dysfunctional states listed six of India’s neighbours in the top twenty-five of dysfunctional states in the world. The 2015 characterisation by the Fund for Peace puts Afghanistan (no. 8) and Pakistan (no. 13) on the High-Alert List of Fragile States. 2 One may argue with some of the yardsticks, but the possibility of a failed state in the neighbourhood is a nightmare because fragility of nations means further instability.
