ABSTRACT

This chapter discusses the basic issues concerning Cuba's process of developing a new road intended for building socialism. It reviews why the sweeping reforms were necessary. The chapter indicates what have been, and will be, the most important fundamental changes in the way the economy operates, resulting from the profusion of reforms to date and those currently projected. It considers the fundamental question of the relation of the reforms to Cuba's declared goal of constructing socialism. The chapter examines the internationally much discussed issue of their potential contribution to a restoration of capitalism. It also examines their potential contribution to improving the process of constructing socialism in Cuba today, their purpose according to the Cuban government which is implementing them. The outcome of which way Cuba ends up going will be determined by the course of the class struggle between capitalism and socialism that is going on today, both inside Cuba and around the world.
