ABSTRACT

The chapter traces the origins and early development of vocational education and training for the industry and crafts in Norway. Central is the identification of sequences and timing of the development, the various school types and institutions that were formed, as well as drivers, key stakeholders and evolving interest coalitions behind the development of VET. The chapter examines the interaction between democratization and industrialization, political dynamics and the character of economic coordination which emerged. Employers were weakly organized and divided in VET issues, and educational policies were more attuned to national building and general education. While craft regulations were reinstated, training for industry remained the business of industry, unprotected by law.
