ABSTRACT
Ethics rarely figure prominently in discussions of war and peace. It is assumed that peace is the goal and, therefore, by definition, it must be ethical. Yet, because the myriad considerations that should be taken into account are so seldom examined, and then only superficially, the end of conflict leaves unresolved issues that fester and grow over time, creating the basis for new violence and wars. 1
