ABSTRACT
Of the four points that follow, each has a different rhetorical valence in engaging policy audiences. The first point will be stated in a way that is meant to be appealing-consonant with current policy discourse-and the last is stated in a way that is intended to challenge that discourse. The remaining two points are located rhetorically somewhere between the first and the last.
