ABSTRACT

Public procurement is one of the most flexible and far-reaching legislative instruments available to the Commission (Gelderman, Ghijsen, and Schoonen 2010). Christopher McCrudden showed in ‘Buying Social Justice’ how the ‘power of the purse’ has been effectively used by governments to achieve socials goals for centuries. In the context of European public procurement law, McCrudden has shown that procurement ‘linkages’ exist whereby certain conditions are required of the procurement process so as to fulfil social goals.
