ABSTRACT

Having established the conceptual framework, this section specifies the empirical methodology adopted and the type of analysis conducted. This article focuses on public procurement policy as a case study for examining convergence because this particular policy approach has been shaped by the intervention of policy networks in both the US and EU. These networks have utilised web accessibility standards in order to harmonise public procurement standards internationally (Seawright and Gerring 2008).6 In particular, this case study aims to identify and demonstrate the importance of a ‘bottom-up’ approach to examining convergence so that it may be used in conducting further research, as well as enriching the literature on regulatory capitalism, policy networks and policy diffusion in a more general sense.
