Th e International Covenant on Economic, Social, and Cultural Rights ( 1966 ) – the other treaty comprising the International Bill of Human Rights – permits developing nations to limit the extent to which certain economic rights are aff orded noncitizens. 11 As with the distinctions permissible under the Civil Rights Covenant, though, discriminatory application of Economic rights must still be construed so as to maintain the overall thrust of the human rights protection.
