ABSTRACT

Nuclear non-proliferation governance entails a dynamic pattern of balance-of-power and collective security elements among state actors. This chapter presents an overview of the European Union (EU) approach to nuclear non-proliferation. It provides an analysis of the securitisation process of nuclear non-proliferation that led to the genesis of the related Strategy and discusses in brief its content. The chapter focuses on the implementation of this Strategy, in particular the endowed resources and the policies that have given the Strategy policy substance. It assesses the Strategy in terms of goal accomplishment and the broader global and regional impacts of the EU in this policy domain. The broad and detailed content of the Strategy suggested an existing convergence between the preferences of all EU member states, an impression that was further reinforced by the significant amount of institutional, financial and political capabilities devoted to the implementation of the Strategy's objectives.
