ABSTRACT

Japan has achieved a rapid growth of outward investment since the 1980s. ODA, policy finance, insurance, simplifying administration procedures and other policy tools are used to urge Japan enterprises to go abroad, which achieves obvious results. At the same time, Japan got some lessons, such as unbalance between outward and domestic investment and so on. China should learn both experiences and lessons from Japan and use ODA, insurance, RMB internationalization and other policies to enlarge scales of outward investment. China also has to innovate policies based on the unique situation of the country.
