ABSTRACT

The conflict over how the public should accommodate recreation for people and their canine companions on federal public lands in the San Francisco Bay Area is continuing after 14 years of controversy. The arguments from the National Park Service and conservationists that seek to restrict on- and off-leash dog recreation are explicated alongside those of activists that seek to maintain or expand the unique off-leash recreation opportunities offered by this unit of national public land, the Golden Gate National Recreation Area.
