ABSTRACT

In addition to the donors that make up the Development Assistance Committee (DAC) of the Organisation for Economic Cooperation and Development (OECD), three new groups of donors can be identified1: new Western donors that are not part of the DAC, Arab donors and the suppliers of South-South development cooperation. Of these, the group that has probably received most attention is the last. These emerging countries, among which China stands out, offer financial and technical support to promote the economic and social development of developing countries.2
