ABSTRACT
After fleeing war, the first country to provide safety and legal recognition outside of the home country is considered “the country of first asylum.” This process conveys official legal refugee status. This chapter examines the legal and social categorizations that stem from “first country of asylum” claims and the process through which first asylum is transformed from a temporary reprieve from persecution to what the United Nations High Commissioner for Refugees refers to as a “durable solution.”
