ABSTRACT

This chapter analyses municipal government actions in New York City for adapting to climate change by using a framework designed to highlight the factors in this kind of planning. It focuses on actions taken by a municipal government, with the clear understanding that these actions are related to many other actions. The chapter also focuses on climate change adaptation (CCA) rather than wider Disaster Risk Reduction (DRR) actions. In NYC's municipal government, Hurricane Sandy in October 2012 proved to have a major immediate impact on actions for CCA. There is a change coming in sustainable development, DRR and disaster management. CCA has emerged as a response to current and projected changes in climate and is artificially separated from disaster management, DRR and sustainable development. Focus on climate change may be an opportunity for disaster professionals to reduce vulnerability and risks by using the attention given to CCA to support wider initiatives.
