ABSTRACT

In this chapter, the author presents his own work in what he likes to call the Bermuda Triangle of policy, practice and research. John Bennett's legacy is clearly visible in many of the high-level policy documents that orient national and international early childhood education. The Framework brings together three topics that have always been at the core of John's work: First, a comprehensive systems approach to early childhood education and care policy and practice. Second, a strong commitment to progressive universalism grounded in strong evidence that services tend to be better resourced, of better quality, and more widely accepted when they are designed as public services for all children and families. Third, a commitment to early childhood services that are guided by principles of social justice and that aim at achieving more equitable outcomes for all children, especially those from the most marginalised groups in society.
