ABSTRACT

Climate change is one of the all-encompassing global environmental changes likely to have deleterious effects on natural and human systems, including economies and infrastructure. The risks associated with it call for a broad spectrum of policy responses and strategies at the local, regional, national and global levels. The United Nations Framework Convention on Climate Change (UNFCCC) highlights two fundamental response strategies – mitigation and adaptation. While mitigation seeks to limit the effects of climate change through the reduction of greenhouse gases (GHG) and enhancing ‘sink’ opportunities, adaptation will alleviate the adverse impacts through a range of system-specific actions (Fussel and Klein 2002).
