ABSTRACT

Human society is characterized by what Soros calls the human uncertainty principle. This involves two basic propositions. The principle of fallibility says that the multiple participants in any social act will generally have different views of the likely outcomes. Even the view of any one participant will be driven by a multiplicity of values which may not be self-consistent. So there is good reason to expect that the set of participants will have contradictory views whose net effect will be biased with respect to the actual outcomes.
