ABSTRACT

In order to be able to respond to the socialist market economy, Chinese higher education needs to become highly autonomous. This means that governmental control should remain at the macro level, while universities and colleges should be oriented to society and able to have some power over their own affairs, rather than being subject to external interference. In this situation, higher-education evaluation has become an important means for the government to monitor the quality and efficiency of higher education at the macro level, as well as for universities and colleges to evaluate student quality. We feel at present a need to summarize our empirical experience with care and to strengthen research, so that evaluation can play this important role to the fullest, as higher education continues to develop.
