ABSTRACT

Managers of defense industry plants in the former Soviet republics that are seeking to convert to civil production in the nascent market economy will find that most of the management practices developed under the planned economy of the former U.S.S.R. will be of little use. The ultimate success of the conversion process will depend on the ability of the managers to break with the past and to adopt approaches to planning, personnel, design, production, and marketing that make efficient operation possible in a market economy.
