ABSTRACT
In all the former Transcaucasus republics—Armenia, Azerbaijan, and Georgia—the implementation of economic reform is being hampered by internal political turmoil, interethnic conflict, or both. Adverse political conditions may in turn deter foreign investment, thus exacerbating economic decline and social hardship. All three post-Communist governments are vulnerable to opposition pressure.
