ABSTRACT
The changes which occurred in Yugoslavia and in the other countries of socialist Eastern Europe during 1989 and 1990 were, from one perspective, truly revolutionary. From another perspective, however, when we consider the strategies and types of collective action which occurred, these events were not revolutionary, strictly speaking. In general, differences between ends and means have made the events in Eastern Europe distinctive in two significant ways.
