ABSTRACT
Price reform is one of the most crucial and difficult links in China's economic reform. As a way of softening the considerable impact brought about by readjusting the economic structure and the relations between various interests, the twotier price system became the most important part of the reform in its previous stage. Naturally, the current study of the reform of the urban economic structure took the two-tier system as the central issue within the broad category of price reform.
