ABSTRACT

Since 1970 the economic system reform in China's cities has sought to streamline administration and give enterprises more power. To this end, we have transformed arrangements regarding planning, pricing, marketing of products, supply of raw and semi-finished materials, labor and wages, financial affairs, and taxation. We hope to improve the management environment, bring into play the market's regulatory function, and make the enterprise responsive to market signals, so as eventually to build up a self-adjusting economic mechanism.
