ABSTRACT

[Eugene Lewis’s book Public Entrepreneurship: Toward a Theory of Bureaucratic Political Power is examined in the following excerpt from John J. Corson’s book review, “Leaders and Leadership.” Corson’s review highlights the inherent difficulties in evaluating administrative leadership when individuals demonstrate paradoxical (both “good” and “bad”) administrative behaviors, or when at least some of their actions conflict with moral norms or political expectations.—Eds.]
